Position Purpose and Objectives/Definition of Work
GENERAL SUMMARY:
This senior-level position is responsible for performing duties to support a broad range of OSPD’s HR functions and business operations. Work requires the application of experience and a foundational knowledge of employment law and practices. The position completes routine day-to-day duties and tasks under limited supervision of the CHRO; and, works in conjunction with the HR team in the performance and support of a variety of HR functions including, but not limited to, employee relations, benefits administration, records and data management, and employee communications. The specialty role for this position is leave administration and serves as the designated ADA coordinator for the agency.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leave Program Administration:
- In compliance with Federal Department of Labor and Colorado State Department of Labor and Employment – administers the agency’s FMLA, FAMLI, and Leave program. Fields questions from employees; reviews medical documentation for adherence to FMLA and related extended sick leave requirements; identifies and follows up on medical review requests for FMLA; and assists in processing short-term disability applications and paperwork. Monitors employee status and provides updates on leave and return to work dates to the payroll staff for accurate recordkeeping. Provides training and support to office leaders in FMLA/Leave processes and policies. Coordinates with payroll to enter employee time off into OSPD leave management systems and communicates leave without pay to payroll.
- ADA Coordinator – acts as the agency’s ADA coordinator. Processes ADA requests and, in conjunction with other members of Human Resources, makes decisions on employee requests. Coordinates with appropriate staff for resources required to accommodations that have been granted.
- Administers worker’s compensation claims; tracks employee status and submits paperwork in accordance with the State’s policy and guidelines.
- Serves as back-up in the administration of employee benefits such as, distributing information to new and terminated employees, responding to employee questions, and assisting with open enrollment activities. Serves as back-up in collaborating with the agency’s HR staff and State’s Employee Benefits Unit, to resolve issues.
- Administers the Employee Mental Health wellness program. Responsibilities include answering questions about the program, processing employee reimbursement requests, processing invoices from Direct Service Providers, and updating the Advocate with information about the program.
- Performance Reviews – responsible for administering the Performance Review program for Office Heads and Program Directors.
- Total Compensation Statements – responsible for the annual production of Total Compensation statement for employees. This includes gathering and compiling employee data for statements; auditing statements; and transmitting completed statements to employees.
Generalist Duties:
- Serves as the HR Business Partner for a selection of trial offices throughout the system, providing day-to-day support for HR related matters and questions. Makes referrals to other HR specialty areas for further assistance and resolution.
- Tracks and maintains various human resources and personnel data for use in presenting metrics and analysis in support of HR programs and planning.
- Maintains personnel records in compliance with applicable policies and legal requirements. Works with payroll staff to ensure applicant credentials and documents are maintained in accordance with record retention requirements.
- Works with HR and payroll staff to ensure published information about HR and employee policies and procedures are kept up to date on the agency’s intranet for both employees and managers to access.
- Provides training and/or training guidance to line managers and employees on various topics related to human resource business processes and legal compliance.
- Travels to other offices and work locations as required.
- Performs all duties to ensure compliance with applicable laws and practices to promote diversity, equity, and inclusion.

Education and Experience:
- Bachelor’s degree from an accredited college or university in human resources management, business or public administration, organizational development or closely related field relevant to the work assignment.
- Equivalent education, training, or experience that demonstrates the knowledge, skills, and competencies required to perform at this level may substitute for the stated minimum qualifications.
- Minimum five (5) years of experience in human resources, which includes leave administration.
Preferred Qualifications
- Human resources experience within State of Colorado government (executive or judicial branch,
- Experience administering FMLA and FAMLI leave benefits.
- Knowledge:
- High level of understanding and administration of FMLA, disability, and worker’s compensation programs;
- Knowledge of state and federal laws and regulations as, ADA, Title VII, CADA, FLSA, EEO and related laws governing employment practices;
- Principles and concepts of implementing a culture of diversity, equity, and inclusion.
- Skills and Abilities:
- High degree of professionalism, discretion and confidentiality;
- Strong communication skills, verbal and written, to convey information effectively in a clear and understandable manner;
- Strong interpersonal skills;

- Proficiency in standard software applications such as, Microsoft Office, internet browsers, e-mail, and Adobe Acrobat;
- Proficiency using a variety of data management systems, HRIS, and applicant tracking systems.

Physical Requirements:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Involves sitting most of the time but may involve walking or standing for brief periods of time. Requires talking, hearing, seeing, and using electronic devices such as computers.
