Stephen Ettinger is the CFO at the Colorado OSPD. He is one of the newer members of our team, starting at the state office in September, 2023.

As CFO, Stephen oversees the financial services team, programs, and operations of the OSPD. His responsibilities include:

• Advising on program objectives
• Coordinating organizational activities
• Establishing and implementing financial policies
• Managing the agency’s budget and optimizing resource allocation

Stephen earned his undergraduate and law school degrees at the University of Denver. He’s been involved in government-funded initiatives since the 1990s, with a focus on creating and implementing solutions to support mission and staff while ensuring compliance and regulations. Prior to joining the OSPD, he held executive roles in national labs and in academia. In these positions, he concentrated on enhancing organizational management practices and promoting a culture of excellence. His experience includes work on projects and cooperative agreements with NSF, NOAA, HASA, DOE, DOD and DOI, providing insight into the operational requirements of these different government agencies.

Family and Personal Interests

As a Ukrainian native, Stephen came to the United States 33 years ago and subsequently became a proud U.S. citizen. He is fluent in several languages and has a passion for exploring diverse cultures and meeting new people. In his leisure time, he enjoys spending quality moments with his family, embracing the outdoors, and indulging in classical and jazz music.
